From 1854 forward, reformatories, sometimes known as reform schools, were established in the United Kingdom as well as its colonies for children who were found guilty of a crime as an alternate to an adult jail. Parallel to this, "Industrial schools" for stray children and those in need of protection were established. Now 1857, both have been "certified" by the government. After the two systems combined in 1932, both have been "authorised" and have since become approved schools.
They were a result of societal worries about urbanisation, poverty, immigration, & vagrancy in both the United Kingdom & the United States as well as a change in social attitudes from vengeance and punishing the misbehaving to reforming.
