While a uniform policy might relieve the problems slightly, these are complex and challenging issues that need further investigation and require a significant amount of time and energy on the part of the schools and parents. They cannot simply be solved by requiring students to wear the same outfit every day.5 Mr. Crockett quoted President Clinton's 1996 State of the Union address, when he spoke about the need for schools to teach character, good principles, and citizenship.
