This failed, however, since the farmers were not internally motivated to farm the land; it wasn't their property, and they couldn't retain whatever they raised or sell the products for profit. Then he attempted to boost farm output and the military, neglecting China in many other areas, including non-military equipment manufacture and the majority of everyday products. This would lead to the Chinese seeking independence from communist rule and subsequently democracy.
